Turning a garage into a gym, or adding an extension to house one, is often priced as a one-off building cost. A common worry is that the work will also push the property into a higher Council Tax band and raise the bill every year. The Valuation Office Agency (VOA) publishes clear guidance on how improvements are treated. This article summarises it. The guidance covers England and Wales, where the VOA sets Council Tax bands; in Scotland, bands are checked through the Scottish Assessors, and that system is not covered here.<\/p>\n

How a band is set<\/h2>\n

GOV.UK explains that Council Tax bands are based on the price a property would have sold for on the open market on 1 April 1991 in England and 1 April 2003 in Wales. So the band is not tied to today’s market value or to the cost of any recent improvements. Bands cover ranges of values: in England, for example, band D covers values from \u00a368,001 to \u00a388,000 at 1 April 1991 prices. The VOA notes that because bands cover a range, an increase in a property’s value does not necessarily mean the band will go up, and improvements often do not raise value enough to move a home into a higher band.<\/p>\n

The rule on improvements<\/h2>\n

The VOA states that, legally, it cannot change the Council Tax band of a property that has been improved until the property is sold or there is a general revaluation of all domestic properties. It says this helps ensure homeowners are not penalised for improving or maintaining their home. Instead, the VOA gives the property an “improvement indicator”, which records that major structural changes have been made. The VOA’s examples are adding an extension or carrying out large-scale renovation work, and it says it does not consider redecorating to be a major change.<\/p>\n

What happens on a sale<\/h2>\n

Improvement indicators prompt a review of the band once the property is sold. At that point the VOA looks at the changes that have been made. Because bands cover a range, the VOA says changes often do not increase value enough to move a home into a higher band. In most cases the review takes place after a sale, so any change of band affects only the new owners. If the band is increased, the new band applies from the date the VOA notifies the local council, and the VOA says a band increase does not lead to a backdated bill.<\/p>\n

Exceptions: changes without a sale<\/h2>\n

There are circumstances in which a band can change without a sale. GOV.UK gives the example of a property extended with a self-contained annexe, and the VOA says it may review a band without a sale in cases such as when an annexe is created. GOV.UK also says a property that has been altered in size or internal structure, for example increased or decreased in size, or divided into flats or converted to a single property, may be moved to a higher or lower band. Increased size may lead to a higher band when the property is next purchased.<\/p>\n

Works that make a home uninhabitable<\/h2>\n

GOV.UK explains that in limited circumstances the VOA may delete the band from a property, which means no Council Tax is payable until it is banded again, usually after work is complete or a completion notice is served by the council. An occupied property will not be deleted, even if significant repair or renovation works are underway. If a property is unoccupied and either beyond repair or undergoing major works that make it uninhabitable, the owner can apply to have the band removed. On reassessment after major renovation, the VOA says it considers all the changes made.<\/p>\n
